MORGAN AVIATION SERVICES LLC offers full or limited services for FAA certification of alterations on general aviation aircraft.  We provide our services as guidance, through one on one step by step assistance for a certification project depending on your needs and/or comfort level.  We can assist you with as little or as much of the required showing of compliance as you require, keeping in mind that at the end of the project, you as the applicant are the responsible party and compliance with FAA regulations must be shown. 

For civil Certification Projects MORGAN AVIATION SERVICES LLC is fully committed to work with you to provide the appropriate FAA Aircraft Certification Office an acceptable FAA Certification Plan.  We will then assist you in executing that plan to show compliance with FAA regulations and to attain an FAA engineering approval or Supplemental Type Certificate.   Our current authority is for limited structural approval, and in cases where approval is outside of our authority, we will suggest alternative methods of approval to include our network of DERs that together comprise almost all technical disciplines. 

Once sufficient data and documentation is prepared to show compliance with FAA regulations, MORGAN AVIATION SERVICES LLC will work with you and your FAA project manager to obtain approval of the data or to obtain an acceptable path for certification.  

We are also committed. if requested, to assist in your pursuit of a parts manufacturing approval (PMA) for follow-on production and replacement parts.  Although DERs are not directly involved in the PMA process, MORGAN AVIATION SERVICES LLC has worked with several clients to attain the approval.   For more information please contact us at: info@MorganAviationServices.com


MORGAN AVIATION SERVICES has extensive experience working with the FAA Military Certification Office (MCO), since its inception in 2004 and are very well acquainted with Order 8110.101 "Type Certification Procedures for Military Commercial Derivative Aircraft."  MORGAN AVIATION SERVICES LLC recognizes that elements of the alterations of these aircraft may be such that the FAA has no rules to assure safe coverage and operational use of the aircraft is normally outside of FAA jurisdiction.  We recognize that each of the armed services are responsible for the airworthiness of their own aircraft and are fully dedicated to maintaining the safety of these aircraft through continuance of the FAA certification process.  MORGAN AVIATION SERVICES strongly supports this foundational premise.

MORGAN AVIATION SERVICES LLC's Management DER is specifically authorized to offer technical management DER services for commercial derivative aircraft projects for the military.  Services offered on Commercial Derivative Aircraft projects include:

  • Full or limited Management DER services to include liaison with the MCO, Certification plan development and tracking and other Management DER functions.
  • Tracking and analysis of System Difficulty Reports based on aircraft Type (i.e., 767s), Model (i.e., 767-300 series), submodel (i.e., 767-328C) or N number (i.e., N767DL).
  • Provide review and summary of publicly available data to assist in program office decisions on aircraft life extensions or service history.
  • Daily reporting of Federal Register articles for new Airworthiness Directives on specific aircraft types.
  • Lecture or provide workshops on Commercial Derivative Aircraft in military usage

Public Use Aircraft, in general are air aircraft used in public service by any unit of government.  These aircraft are defined by their usage in Title 49 of the United States Code (49 U.S.C. 40102(43)) and fall outside the jurisdiction of the FAA.  Except for military aircraft, nearly all are registered on the civil registry (i.e., assigned an "N" number), and many of these aircraft have Standard Certificates of Airworthiness.  in general, when an aircraft falls outside of the FAA jurisdiction the airworthiness of the aircraft is the responsibility of the unit of government sponsoring the aircraft, be it owned, dry leased or wet leased by the unit of government.  Exceptions to the generality are rare, especially for law inforcement units of govenment, but we can work with you and the local ACO to establish a safe and agreeable way to manage the airworthiness of your aircraft fleet.

Since the services of the MCO are only available to applicants sponsored by the armed services, we will work with you and the Aircraft Certification Office supporting the applicant's geographic area.  We provide the additional technical services for Public Use aircraft:
